Every 140 seconds, the Oracle queries 8 active ERC-8004 chains, extracting key risk signals: collusion correlation (Chain #25), alignment drift CBC scores (Chain #24), watchdog anomaly counts (Chain #9), consensus deadlock rates (Chain #10), velocity momentum grades (Chain #23), oversight escalation load (Chain #20), reputation decay rates (Chain #22), and composite health scores (Chain #15).

Each dimension receives a 0–100 score and a weight reflecting its systemic importance: Collusion (20%), Alignment (18%), Watchdog (15%), Consensus (12%), Velocity (12%), Oversight (10%), Decay (7%), Health (6%). The weighted average produces the final Systemic Risk Score (SRS).

Every assessment is sealed as a SHA-256 chained receipt on Chain #26. When threat level reaches HIGH or CRITICAL, the Oracle automatically escalates to Chain #20 (Human Principal Oversight Ledger) — creating a cryptographic record of every systemic threat event. No human trigger required.
